My suggestion would be either Laos or Malaysia. I just figure they have better accomodations and technology is more advanced in those areas.

I suggest you retire in the Philippines. Lots of opportunities and activities to do in this country. You can enjoy your retirement more if you're here in the Philippines. Also, there are lots of expat communities where you can join.

I suggest that you retire in the Philippines, not because I am a Filipino but because it is really nice here.You can live in the metro (bustling cities) or in the provinces where you can enjoy the sceneries. Cost of living in the Philippines is relatively low. Almost everything is available, from imported goods to delicious delicacies, malls and restaurants and nice beaches. Plus, the people are very hospitable and friendly. But don't easily trust anyone. The Filipinos are good people but like other countries, there are exemptions. But I suggest that you take a week-long vacation first. Explore! Then, decide if you'll like the place.

Is one obligated to file tax returns and pay income tax in the Philippines on income earned or investments outside of the Philippines?

Only earned income in the Philippines that is taxable.

"Resident citizens are taxed on worldwide income; resident aliens and non-residents pay tax only on Philippine-source income."I see... you are "punished" for being a citizen, but not a resident!
